The Head of the OSCE Presence in Tirana, Eugen Wollfarth, said Tuesday that "several significant steps have been made but much work needs to be done." At the end of the conference for signing an agreement between the Ombudsman's Office and the civil society, Wollfarth told reporters that a good and constructive climate "should be created inside the parliamentary commission on electoral reform." He added that electronic count "can function but the parties' trust is needed." Asked by reporters whether the election of the president should be made through the parties' consensus, since under the current system the ruling coalition can elect him only with its votes, Wollfarth said that the Constitution "offers the solution."
